It helps the Council to have a common 'enemy' on whom to blame for all of its troubles (& yes government have cut back parts of their funding significantly & also often make a mess) but the problem then comes when the enemy does not behave as you expect it to, when explaining

To be fair I just spotted that they do mention this in Our East End, the 9,000 laptops distributed + more to academies, but internally I have seen emails that do not make that clear
