"There is an absense of direct evidence, at least, of planning by Caldwell to enter the Capitol building ... And ultimately, he did not enter the building."
Caldwell, 65, has serious health issues. Mehta also ruled he can't have access to computers/internet. He can't have any contact with anyone affiliated with the Capitol investigation.
Basically, he says, the govt didn't fully show his direct role in planning Capitol siege.

Prosecutors continue to emphasize the extreme violence that took place in the lower west terrace tunnel, describing it as a "fanatical" and extended "hand-to-hand" battle.

NEW: Lt. Gen. HONORE's post-Jan. 6 Capitol security review is done.
He wants: "Unblinking" integrated cameras, a retractable fence, a citywide quick reaction force and increased background checks to prevent "insider threat risks."
HONORE also recommends adding more than 800 Capitol Police units (to reduce the *720,000 overtime hours* in the last fiscal year) and setting up a citywide quick reaction force for emergencies.
AND Honore wants the Capitol Police to grow its meager intelligence unit to be able to process the rising threats to lawmakers both in DC and in their districts.

AND: Most notably, Klein — who served in the military — is accused of egging on the crowd and calling for “fresh people” at the front to help push back on officers. That detail was previously cited by authorities as evidence of a coordinated assault.
