-Equity related amendments to Standing Rules are coming. Will report that here, then return to Equity Plan.
-One amendment passes - no speeding up of debate until budget is passes.
-Next amendment to Standing Rules - Remove "cannot rise on another red card when this issue has been addressed." Who decides when the issue is "addressed". Again, can be used to silence members.
-Some simple debate, working to clarify how the red card rule works in practice.
-All speakers are in favour of removing the line that "red cards shall not be used to rise on the same point that has been been addressed". Some questions peppered in.
-Mover to close, then voting.
Result: 48% in favour - 52% opposed. Motion defeated. (With no one speaking against it on the floor (other than through questions))- this is what today's threads are referring to re: parliamentary rules and potential silencing.
-We are back to the Standing Rules (after campaign speeches and the Green Party Leader).
-We are 20 minutes from end of day, and have no agenda or standing rules.
-Red cards on the vote on the last amendment - due to tech, not all voices were heard - explanation in next tweet.
-Prior to speeches the point was raised that not all debate was heard on the amendment. Red card raised the point that this should have been dealt with prior to speeches, as there is currently no agenda, and no rules, and we were in the middle of the debate on a motion.
-This is an interesting case of Robert's Rules being applied in a way that is convenient...not accurate (and therefore subject to bias, and wielded by those in power)
-Parliamentarians from the floor are now schooling steering and chair about Robert's Rules.
-From the floor: Quoting RR, no motion needed to reopen debate on previous amendment where a speaker was missed, and a restatement that that should have happened immediately when the point was raised over an hour ago, rather than continuing with the meeting (out of line with RR).
-And instead of falling in line with the above (timed items are meaningless with no agenda, etc.), we are in recess, and will deal with the re-opened amendment, tomorrow "when we can" (i.e. after a variety of timed items). My brain hurts. Maybe be back tonight re: campaigns.
SOOOOOOOO.... Election of Prov. Leaders is on hold for tech reasons. Back to Standing rules (11:00 AM, second day of meeting).
We are still working through if you can rise more than once on a red card for the same point. Question called on amendment. May get standing rules soon
-I can't even begin to summarize the last hour, so I will just refer to the below tweet with respect. Ending the Standing Rules thread unless we are still here tomorrow.
As a result of some of the statements, and actions, over the past few days, including the ongoing silencing, there are currently a number of members with the below profile picture.
In response to this, the leaders of the meeting, predictably, per the past few days, couldn't leave it alone.
We are now in a sea of red cards pointing out the arbitrary enforcement of rules, more parliamentary schooling, and more people expressing the harm being done.
The house was forced to vote on a challenge to the chair on their ruling. House voted 68% (or so) that the rules should be enforced, and those with the picture up would not be on camera when speaking.
We will be live tweeting it. Not all the administrative stuff (promise!), but the important motions and election news!
Here's where we are right now...No shade; virtual meetings take time to get going!
Tech issues done! Carol Wall is opening guest speaker!
Great talk about equity, anti-Black and anti-Indigenous racism, and how we have all breathed in this racism.
"Unions must work to dismantle this. This is the labour of unions."
"I hope that you work to decolonize your constitution and your practices."
"While you need to improve your representation in the union, that isn't enough.... these systems are not neutral, they are build on colonization and racism, and must be dismantled. You must do the work."
