I stand by all my previous identifications and @kendalmintkate has pointed out bottom right is Tommy Hunter. Still don't know about bottom left though. #lineofduty
More or less solved. We know it's a report by Vella that was in the AC-12 archive in which she mentions the connections to Roach and Savile and talks about the latter's relationship with police officers.
Not conclusively solved but almost certain to be Osborne as Hastings makes a similar comment about him. 'I mean, talk about an outrage. A commanding officer made chief'.

Solved by @_benjatv: It was Davidson who requested the Directed Surveillance Authority from Buckells rather than the Intrusive one. Buckells in the clear. #lineofduty
