Brownsville ranks among the top cities in the country for successfully educating Hispanic students and having those students graduate from college. There are six universities in the area, almost all of which award engineering degrees.
These people are already there. You do not need to move there, increasing housing costs and driving already existing residents out to find qualified engineers and support staff for these ventures. What you do need to do is find and support existing qualified residents.
Not only are there engineers, the boom and bust oil market has ensured that extremely qualified welders, construction managers and other skilled workers have been there for decades, looking for steady work.
Anyway shout out to south Texas, my favorite place on earth, where I hope to retire.
It's great to invest in school systems where you open facilities! But that's not a replacement for not deeply engaging with existing workers and giving them jobs to sustain these families into the future, nor is it an excuse for encouraging what could damaging gentrification.
