Senate Democrats should pay attention to the reaction to the parliamentarian's ruling. Sen. McConnell will yell and scream. Press will cover it for a day or two. People in home states won't care. And then it's just the new normal that economic bills need 51 to pass the Senate.
There's a dynamic in the Senate in which whatever the rules happen to be at the moment FEEL like the rules that were handed down from Sinai carved in stone. Then something changes and it's the new set of rules that feel sacrosanct.
This is how it felt in '13. Senators, staff, & political press had a hard time believing that something as seemingly major as the 60 vote threshold on noms could just...go away. And then it did, in a few days everyone accepted the new normal, and Senate life went on
