"Javits was really the site in New York for COVID," Cuomo said. "When it started, it was the main center for dealing with COVID."

Actually, Javits was opened to much fanfare but barely used during the first wave of COVID
Javits bounced back from its seemingly 0 impact on the state response to the first wave by eventually becoming one heck of a vaccine site!
The budget is late by a week, but Cuomo is going on and on and on about the early days of the pandemic, a topic that we are all quite familiar with
