#GSM 500 block rule clarification; an attempt must be made to contact the owner of the town

The general idea is town mayors declare copied builds in some kind of public record

#GSM New requirements for IAT proposers, "Before submitting an IAT, you must have asked the owner for them to transfer it to you, also stating your intent to submit an IAT. If they do not respond within a week, you may submit an IAT request to a staff meeting"

"If they say no and you believe there are extenuating circumstances you may also submit an IAT"

#GSM Final ruling on 500 block rule; member must make reasonable effort to contact the player, if they don't respond within a week, the member may proceed building

If the member responds within a week, the member who requested to build has to coordinate with the town's mayor

#GSM Event funding requests may not be submitted until the proposer gauges community interest first (i.e. poll in # event-announcements)
