Mayor Mike Savage starts the meeting off by honouring the victims and their families of last year's mass shooting.

The sunset on April 20, 2020, the day after the tragedy, was one to remember.
Coun. Lisa Blackburn wishes everyone a happy 4/20 to those who celebrate and to those who don't? Happy taco Tuesday.
April is #PoetryMonth.

Council will now hear from Halifax's poet Laureate Sue Goyette.

An in-camera item has been added to the agenda for today.

Coun. Patty Cuttell asks to remove the 2021/2022 heritage incentives program (halifax.ca/media/72937) from the consent agenda.
The revised consent agenda passes. Those items:
- Disposal of surplus property in Elderbank for direct sale (halifax.ca/media/72927)
- Support for mobile food market (halifax.ca/media/72931)
- Write off of uncollectible accounts (halifax.ca/media/72933)
- First bylaw reading re: expanded 2021-2022 student transit pass pilot program (halifax.ca/media/72934)
- Amending the western common advisory committee's terms of reference (halifax.ca/media/72935)
Next, awarding a new contract for the Halifax Transit technology program (halifax.ca/media/72928).

Municipal solicitor John Traves cautions council when discussing this motion. Coun. Tony Mancini has questions and asks to defer this motion to in-camera.
That item has been moved to in-camera.

Next, removing the four-hour cap for the new parking system and changing to set hourly parkin rates that "reflect actual time-of-day demand." (halifax.ca/media/72929)
Let's just say, the parking system rolled out in October hasn't been welcomed by everyone. More here: saltwire.com/atlantic-canad…
Coun. Waye Mason wants a staff report to promote parking in some areas by providing free parking on Thursdays and/or Fridays for a three- to six-month trial period and paying user HotSpot fees.

Victoria Horne, manager of HRM's parking services, says whenever they implement changes in permit introduction, restriction, removal and addition, they monitor the area for at least six months.
Cuttell says the biggest complaint about parking continues to be about the technology.

"I don't hear anyone complaining about paying for parking. It is that they don't want to use it. They don't know how to do it," she says.
Horne says HRM has been "very lenient" with people who have received parking tickets since the new system has been introduced.

"So we do encourage residents, if they do receive a ticket, to submit a claim for review" if they feel like they shouldn't have been ticketed, she says.
Coun. Lindell Smith asks if removing the cap will negatively impact businesses.

Horne says parking experts suggest if parking is priced correctly, a cap shouldn't be necessary.

Here's a look at the proposed rate chart:
The amended motion passes.

Next, reimaging public safety - Review of enforcement delivery and role of police agencies in HRM (halifax.ca/media/72930).

Background here from @frankscribbler: saltwire.com/nova-scotia/ne…
"Why have we, as a society, depended on police for so many of the problems we are faced with today, and what are more appropriate or alternative solutions for Halifax?" the report asks.
"This is probably one of, if not the most important things we will do as council in the next few years," Mason says.
Cuttell says she's worried that HRM is asking for another report, which will take a while to turn around and doesn't address any concerns right now.

"The community ... (has) been calling for change for a long time," she says.
The motion passes.

Next, a motion from the audit and finance standing committee on marketing levy special event reserve grants (halifax.ca/media/72932).
Coun. Paul Russell says this was an oversight when grants were set up.

The motion passes.
Next, a motion from the Harbour East-Marine Drive community council on a new access point to the Silver Sands Beach (halifax.ca/media/72936).
The motion looks to have the municipality "explore the acquisition of lands for an improved or alternative access to Silver Sands Beach."

It passes unanimously.
Council is now taking a break until 1 p.m.

When they return, Elwin LeRoux, regional executive director of the Halifax Regional Centre for Education, is to give a presentation on supplementary education funding.
