Coun. Waye Mason wants a staff report to promote parking in some areas by providing free parking on Thursdays and/or Fridays for a three- to six-month trial period and paying user HotSpot fees.
Victoria Horne, manager of HRM's parking services, says whenever they implement changes in permit introduction, restriction, removal and addition, they monitor the area for at least six months.
Cuttell says the biggest complaint about parking continues to be about the technology.
"I don't hear anyone complaining about paying for parking. It is that they don't want to use it. They don't know how to do it," she says.
Horne says HRM has been "very lenient" with people who have received parking tickets since the new system has been introduced.
"So we do encourage residents, if they do receive a ticket, to submit a claim for review" if they feel like they shouldn't have been ticketed, she says.
Coun. Lindell Smith asks if removing the cap will negatively impact businesses.
Horne says parking experts suggest if parking is priced correctly, a cap shouldn't be necessary.

"Why have we, as a society, depended on police for so many of the problems we are faced with today, and what are more appropriate or alternative solutions for Halifax?" the report asks.
"This is probably one of, if not the most important things we will do as council in the next few years," Mason says.
Cuttell says she's worried that HRM is asking for another report, which will take a while to turn around and doesn't address any concerns right now.
"The community ... (has) been calling for change for a long time," she says.

Next, a motion from the audit and finance standing committee on marketing levy special event reserve grants (halifax.ca/media/72932).
Coun. Paul Russell says this was an oversight when grants were set up.

Next, a motion from the Harbour East-Marine Drive community council on a new access point to the Silver Sands Beach (halifax.ca/media/72936).
The motion looks to have the municipality "explore the acquisition of lands for an improved or alternative access to Silver Sands Beach."
It passes unanimously.

Nova Scotia is reporting nine new cases of COVID-19.
- Six are in the central zone. Five are close contacts of previous cases and the other is under investigation.
- Two are in the western zone and are travel-related.
- One is in the eastern zone and is travel-related.
Nova Scotia has 68 known active cases.
Nova Scotia Health Authority's labs completed 2,723 tests on Monday.
As of yesterday, 216,018 doses of the vaccine have been administered. Of those, 32,877 Nova Scotians have received their second dose.
