2/ Instead of an outright ban on such groups – something considered by Sweden several times before and consistently rejected, in spite of the country's obligations under CERD – the committee is reportedly leaning towards a ban on "collaboration with" racist organizations.
3/ This follows the history of refusal to limit the freedom of association for any group, even terror groups. When the SWE government recently tried to ban terror groups, the legislative effort failed. Instead, *collaboration* with terror groups was criminalized, as of last year.
4/ Assuming this reporting is correct – by a trusted news bureau claiming to have inside knowledge of the committe's deliberations, and which has previously reported the same thing – racist organizations may thus be dealt with in the same way as terror orgs were: indirectly.
5/ Notably, in the aftermath of the failure to ban racist orgs outright, there has emerged broad parliamentary support willing to consider the possibility of a constitutional amendment that would allow a ban on terror groups. This could open the way to a ban on racist orgs too.
6/6 Until such an event, there is reason to be skeptical of the efficacy of such indirect prohibitions, either against terror orgs or racist orgs such as NRM. For now, it remains to be seen what the committee will ultimately settle on. Their (extended) deadline is April 30.
