You know what YouTube should consider implementing?
When you join Twitch Chat, the creator has a short list of rules you have to agree to. A rule list above the comment section sounds like a nice idea. Obviously malicious people won’t care, but that’s the same with Twitch too

Some creators allow swear words, some don’t. I personally have rules in my head that must not be common other places because sometimes I’m like 🤨. Sometimes people will post something expecting me to be affirming in response & I’m like... dude what that’s an asshole thing to say
I feel like YouTube doesn't encourage the same community-based engagement with other people in the comment section. There's no way to lightly moderate. It's just 'ban hammer'. I wish I could send a moderator message like "Hey, I appreciate you commenting but please don't post x!"
Without publicly responding to the person and having that up for the world to see (that may be embarrassing for someone).
Or being able to report a message to the content creator, but not to YouTube. Like if they get into a nasty fight with someone else, I don't always see.

Anyway, I think a more complex moderation system with other alternatives, ways to just warn/notify a user privately, ways to notify the creator of behaviour so they can moderate a situation + community rules would make things better for creators and commenters.
