This morning, the son of one of our emergency patients messaged us to say thank you. “Kung di po dahil sa inyo, baka wala na po si nanay,” sabi niya. Magvo-volunteer rin daw siya for our initiatives once his mother has recovered, as a way of paying it forward.
It was a glimmer of hope in the midst of the whirlwind we are in. We are now on the 23rd day of Bayanihan E-Konsulta. Many long days and even longer nights marked by moments of suspense, relief, and at times, loss.
Many things are out of our hands, as we also count on other institutions to help the patients who come to us for assistance. Many frustrating moments that defined for me how the system is failing our kababayans. We wish it wasn’t this hard.
As of April 28, 26,567 requests have entered the Bayanihan E-Konsulta platform. But we found that a big part of this includes those that did not proceed with the process or submit info needed, or encountered glitches. This is why we continue to improve on our automated interface.
Of this number, 7,342 requests were completed, allowing us to process them for chat or teleconsults, as well as other services we are providing.
Iba’t iba ang kuwento na aming nakakasalamuha araw-araw. May isang beses na nag-overheat ang ambulansya namin na magdadala sa pasyente naming manganganak na. (Umabot naman siya at nakapanganak nang maayos.)
May mga naghihingalo kaming pasyente na nahirapan kaming mahanapan ng ospital. At may makailang beses din na para kaming nakikipagkarera sa oras, at kahit itodo ang ating last-ditch efforts, hindi na umaabot ang pasyente.
Pero marami na ring beses naming nakita kung gaano kalaking bagay ang tulong na ito para sa ating mga kababayan. Tulad na lang ng maraming COVID patients na nagpapagaling sa bahay, na nakatanggap ng care kits at minomonitor namin araw-araw.
It’s a source of relief for them, and for many other patients we’ve encountered, that medical professionals are there to help them make sense of what they are going through and how they should proceed.
I am grateful for the constellation of efforts that makes it possible for us to respond to many pressing needs despite our limitations.
Thank you very much to our volunteer doctors, who set aside time to lend their services for free, in between their own clinic hours or hospital duty. Of at least 642 doctors who signed up, 381 doctors (GPs and specialists) have already provided teleconsult for COVID patients.
We’ve also had 20 GPs and 140 specialists for non-COVID cases, and 12 mental health professionals. We are onboarding more every day.
Our operations would not have been possible, too, without the 748 external volunteers who already served under our teams. They are among nearly 2,000 volunteers who signed up to help. Our onboarding and orientation for more non-medical volunteers also happen every day.
Siyempre hindi rin matatawaran ang efforts ng aking mga kasama sa OVP. Nasa 98 members ng staff namin ang kasali sa day-to-day operations ng Bayanihan E-Konsulta. Proud ako na ang aming staff, walang inuurungan, handang matuto, mahuhusay, at higit sa lahat, may puso.
But as we strive to serve as much as we can every day, we are very much aware of our limitations, and know that our initiative is a temporary fix. That these problems will be dealt with more sustainably if our healthcare system is robust.
We are helping as much as we can, with the hope and aim that at some point, our hospitals, institutions, and frontliners can breathe a little better, making medical services easier to reach for those who may need them.

To say that we are overwhelmed would be an understatement. This is, we all agree, the most complicated program we have ever embarked on because it entails a lot of moving parts and a wide-range of help being sought. One, because we really lack manpower and resources.
Two, all our external partners are working on a volunteer basis and almost all of them also have full time work, devoting precious free time to help. Third, we have to comply with protocols. All those needing hospitalizations, we can only refer to One Hospital Command Center, etc

IMPORTANT ANNOUNCEMENT

Ini-launch natin noong Miyerkules ang Bayanihan E-konsulta. Sobrang salamat sa lahat ng nag-volunteer—mga doktor, mga tumatao sa call center—pati rin sa mga simpleng messages of support. Overwhelmingly positive ang naging response sa initiative natin.
Sobrang overwhelming ang support, at sobrang overwhelming din ang dami ng requests na pinaabot sa atin. Patunay ito na kailangang natin ng ganitong uri ng serbisyo.
Hindi kami nagpapigil kahit ang daming limitasyon, at kailangan namin ngayon ng kaunting oras para habulin at tugunan muna ang lahat ng pumasok na request.

Kaya, despite our reluctance to do so, tomorrow, Monday, April 12, we will not be receiving new requests first.

Happy Easter, everyone. Some suggestions on the announced PDITR scheme from yesterday's presscon:

1. PREVENTION

a. To ensure its effectiveness, extension of the ECQ must be accompanied by clear, verifiable objectives and time bound scorecards.
1. PREVENTION — b. Budget for ayuda, and its effective and fair deployment, will make people be more willing to comply with lockdowns. Kasi the only reason na nagpipilit silang lumabas is wala silang makakain pag di sila nagtrabaho.
1. PREVENTION — c. Efficient border control to contain the virus. Issue and disseminate a comprehensive list of essential goods to inform the public what can and cannot be delivered, and lessen traffic in checkpoints. Fast lanes, too, in checkpoints for faster deliveries.

Another Sunday suggestion re TESTING: Increase testing but let’s make it more targeted.

1. If you look at this table, there were 6,936 positive cases on March 26. But DOH actually reported more than 9,000 to include the previous positive cases which they have not yet reported;
2. Using just the 6,936 positive cases, we are recommending the minimum number of tests that should be conducted per day per region. Better sana if by LGU but there is no disaggregated data available per town/city/province on the tests conducted;
3. Right now, we’re conducting between 30,000-50,000 tests per day all over the country. But if you look at the table, the positivity rates for some regions are so high that the number of tests we are conducting are no longer enough;

We’re launching SWAB CAB, a mobile testing program which will do mass surveillance testing in communities where transmission is very high. Pilot area is Malabon. Thank you to LGU Malabon, Ube Express and Kaya Natin Movement for the partnership.
Existing RT PCR tests usually are for those with symptoms or have been contact traced. We will do antigen testing to target those without symptoms and no known exposure to Covid positive cases.
All those who will test positive will already be isolated and subjected to RT PCR test.

Sunday suggestions.

1. 7,999 cases at 15.7% positivity rate and 2.03 reproduction number. I hope we are doing massive testing, contact tracing and isolation specially in areas that are on surgical lockdowns. Hindi na puwede yung previous target na 30,000-40,000 tests per day;
2. We need to improve our vaccine rollout. Per DOH numbers, for the period March 1-17, 269,583 health frontliners were innoculated. That is just 23.95%. At this rate, we are only averaging 15,857 per day;
3. Govt target is herd immunity by the end of the year. Herd immunity is 70% of the population. 70% of 105M people is 73,500,000. If we have about 286 remaining days in 2021, we should innoculate 256,993 people per day. We are so far off the target at the rate we are going now;
