UK govt engaged Astrazaneca and Oxford university to research on a vaccine. As soon as the research progressed andenteres first stage trials, UK govt engaged SII-Poonawala to ram up their manufacturing capacity so they could start product-
(2/7) -ion as soon as the trails finished. As the trials were continuing with positive results more and more countries were paying SII-Poonawala in advance to ramp up the capacity.
In the meanwhile Adar Poolawala reached out to GOI asking for 3000cr INR suggesting that Indian
(3/7) govt should also be securing some capacity and SII in its own capacity can’t do it and would need mor funds. GOI totally ignored this repeated request.
When the Vaccines passed trials and were being manufactured, GOI ensured to stick their Pictures on the exports and do
(4/7) Photo Ops for image building with these exports. No country would object to it as there was no reason to.
Trouble started to brew when GOI realised that at some point in time they would have to get these vaccines for their own citizens. At this point they started to
(5/7) confiscate parts of the export stock from SII. This delayed vaccine drive of many countries including UK itself. The matter was also raised and discussed in the UK Parliament and Boris had to loose a lot of face during this.
Official and in official contacts of GOI and
(6/7)Other state governments started to harass Poonawala to give more vaccines to India. At the same time lots of other countries threatened Poonawala to sue SII on failing on its contractual commitments.
It was not until 28th April the GOI finally placed an order with SII.
(7/7) Albeit a bit late in the day when Loss of vaccination was already wreaking havoc on the country.
Poonawala flew out of India to escape harassment and is now setting up manufacturing in UK and other European countries.
P.S. everything said above is to the best of my knowledge and research done from numerous links on the internet over a period of time.
