2/ Among the RAND’s recommendations is to “leverage prior decisions and behaviors” by sending email and physical mail to persons targeted on the basis of their medical records. This would be a brazen violation of the HIPAA privacy rule. rand.org/pubs/perspecti…

4/ Presumably RAND Corp. anticipates that Biden's HHS will gut the HIPAA privacy rule. Alternatively, it may simply be recommending that the law should be flouted, taking advantage of COVID hysteria to undermine laws that are inconvenient to vaxx marketing operations.
5/ The report also recommends "acknowledging the Tuskegee syphilis study" as a way of buying trust in the African American community. This a classic marketing strategy often adopted by disgraced business firms.
6/ The admission of past wrongdoing is supposed to imply credibility in the present. "Sorry we subjected you people to horrific medical abuse; now let us shoot this experimental gene therapy into your body."
7. "Acknowledging" Tuskegee is a way of implying, falsely, that medical experimentation on Black people is exceptional and confined to the distant past. In fact ghastly medical exploitation of PoC is ceaseless and ongoing. See this thread for example.
