Thread on Covid management by UP under Yogi Adityanath!

For the perspective, UP has a population of more than 230 millions, double that of Maharashtra - second most populous state & equivalent to Brazil as a country - sixth most populous country in the world.

Many people thought (actually wished) that UP will see millions of deaths & won't be able to manage to control the pandemic.

Their hate for Yogi is so strong that they didn't miss any opportunity to malign state govt.

All those are going to be disappointed after reading this.
~ During first wave state saw a peak load of active cases at 68K+in Sept-20, way less than states like Maharshtra & Kerala.

~ Daily fresh cases addition was around 6000 during the peak of first wave, again way less than many other smaller states.

~ UP was doing more than 1.5
lakh tests per day since September itself. This was more than double the number of most affected states like Maharashtra.

~ Despite decrease in number of fresh infections, UP never reduced the testing even after first wave peak was gone.

~ Influx of large number of migrant
workers made things even more difficult for the state administration

~ The migrant influx was largely due to failure of other states to convince them to stay wherever they are.

~ Leaders from ruling party in Delhi, in fact, actively encouraged them to go back to home state.
~ State arranged thousands of buses to bring back migrants from other states

~ Special quarantine centers were created in each village for people coming from other states

~ Free food, free stay, free medicine and financial support was provided

Such steps helped in control of
first wave in the state well before many other states.

In current second wave too, administration has quickly taken steps to control the spread.

* Trace -suspected person is being screened
* Test -if symptoms found, test is being done
* Treat -treatment starts if report is +ve
Through the 'Trace, Test & Treat' strategy, state has been able to identify the infected people early on. Early identification & medical intervention has resulted in low mortality rates thereby saving thousands of lives.

~ In rural areas, rapid response teams have been formed:
~ RRT have been mandated to visit all 97000+ revenue villages of the state
~ >100000 such teams are formed who will visit every rural household to screen people
~ Administration has mandated to complete the exercise by end of this month.

In second wave of pandemic, the most
critical requirement was for oxygen. During the second week of Apr-21, oxygen scarcity became the biggest issue. UP govt quickly took some steps, it was

~ FIRST state to use Oxygen express
~ FIRST state to start GPS tracking of tankers
~ FIRST state to online monitor allocation
~ FIRST state to start Oxygen audit
~ FIRST state to issue global tender for cryogenic tankers

Such steps quickly helped state to ramp up oxygen availability to >1000 MT within 2 weeks.

~ UP is the ONLY state to arrange >1000 MT Oxygen everyday for many days now.
Another fun fact: despite having 3 times more active cases than Delhi, both states were using almost same amount of oxygen.

Even then also, Delhi saw more deaths due to Oxygen scarcity than Uttar Pradesh.

~ For long term solution, UP is building Oxygen plants in all districts.
~ >300 such plants have been approved for construction, out of which 15 are already functional

~ State has added approx 30000 beds since March this year
~ 4000 beds in Lucknow in KGMU & Balrampur Hospital
~ 2500 beds by DRDO in Lucknow (operational), Varanasi (under const)
~ Currently state has 1.25 lakh L1 beds & 65000 L2/L3 beds with 5000+ ventilators

~ Anticipating a third wave, which may affect children, govt. has issued advisory to all districts
~ 25 PICU beds in smaller districts & 100 PICU beds in bigger districts to be created on urgently
~ When there was a shortage of Remdesivir injections, state aircraft was immediately sent to bring injections from Ahmedabad

~ Treatment protocols followed by state are now being followed elsewhere - state was FIRST to start large scale use of Ivermectin for Covid treatment
On Vaccination front also, UP was
~ Among the very FIRST to announce free vaccines for 18+
~ FIRST to place orders 10 million vaccine to Indian manufacturers
~ FIRST to issue global tender for 40 million vaccines

~ PSU in Bulandshahr to manufacture 20 million COVAXIN monthly
These measures have resulted showing some early trends of recovery in the state, whereas many other states still struggling.
~ Drop of 110000 active cases since 30-Apr
~ Mortality rate has come down to 1.1%
~ Recovery rate increased to 86.8%
~ Increased testing to 2.5 lakhs/day
This is despite-
~ State was forced to conduct Panchayat elections by High Court
~ Large number of Kumbh devotees returned ti state
~ Large gathering during farmers protest in western UP
~ No strict lock-down implemented in the state
~ Only partial curfew implemented
~ In fact, state refused to implement lock-down despite order from High Court
~ Industrial activities & essential services are allowed

It's true that no state/ country has been able to perfectly manage this pandemic, however UP has definitely shown the way to other states.
