Funding

My 2cents
Positives
➡️ Overseer role for all camps
➡️ Paid preparation hours
➡️ Flexibility on when to run camps during summer
➡️ School meals funding would be great if approved
➡️ Commitment to earlier pay is great

Pitfalls /Challenges
➡️ Staffing Ratio
Staffing ratio for the mainstream camp is unworkable for many schools & simply dangerous for others.
Potentially 12 pupils with care needs in a group with 1 SNA. Potentially 6 with complex needs who need 1 to 1 or close to it support

If a school runs it, a pupil /parent who has 1 to 1 tuition planned due to complex needs now can't avail of that. Even if the parent knows their child won't manage with 12 children and 2 adults for the summer, they aren't given a choice

This means a school may actually see it as causing harm to run this programme with these ratios, and deprive some of the highest need pupils of support they need
It should be a choice for parents if school based programme is being run, that or home based

➡️ Overseer role can't be split. This means for school to run a 5 wk programme, one perm teacher has to give up most of their summer break. This is fantasy stuff. It's not going to happen. Allow it to be split

I think there are some good parts of this, but the ratios mean huge pressure on anyone who signs up as teacher or SNA. That will cut numbers further.
The lack of flexibility for parents is unfair also.
No vaccination for most staff means many simply won't risk it.

I can't see big uptake.
Timing alone is an issue. Will work in some contexts, for some groups, but at systems level it needs more work.
If used as a base & adapted for next year, with everyone vaccination, people less exhausted. Fix the ratios & it could work well then.
Summary🧵 : Circular 58/2023 - Force Majeure & Illness in Family
Some significant (&possibly confusing) changes to these leaves with the new circular this week. I'll try to summarise key points.
It is necessary for all schools to be up to date with this, fairly immediately

Previously, for teachers, Force Majeure was subsumed into Illness in Family & was 5 days a year. This has changed, and application process etc has changed significantly.
Illness in family now only kicks in where force majeure is used up or doesn't apply.
I'll explain each

Force Majeure:
➡️ Only for urgent/immediate illness/injury of immediate relative.
➡️ Not applicable for planned doctor appointment etc
➡️ Max 3 days in 12 months or 5 days in 36 months
Some positive moves as well as some disappointing bits.

Basics:
➡️ School gives qualifying parents application

➡️ School submits pupil on portal

What's new:
➡️ Tutors can take small groups of up to 3 pupils together. Caveat, a group of 2 pupils gets 15 hours per week and a group of 3 pupils gets 20 hours per week. (If 1 to 1 each child gets 10 hours a week)
➡️ Siblings get their one allocation, not a combined one 🎉
➡️This year has a theme across the programmes. "Building Confidence and Connections". Programmes are required to be planned to link with this theme. No, I have no idea why they've added this....

➡️New role of Programme Organiser replaces Prep Hours from last year. Role is welcome, formalising & recognising work needed. Role will run from Feb to June doing all the prep work needed.
➡️€3000 gross pay for the role for special schools. €2000 for primary schools
➡️ Special Leave with Pay only to a max of 7 days.
➡️ When employee comes down with symptoms they must test within one day.
➡️ A negative test is normal sick leave. Positive test is special covid leave.
➡️ New Appendix form for recording

➡️End of extended covid leave. Anyone still on it at year end must be referred to Medmark. Normal sick leave applies.
➡️ All very high risk employees must return to work if medically fit to do so. Work from home arrangements no longer allowed
