Even the mint has created a 2-tiered market. They don't sell bullion coins directly to the public, only to these authorized purchasers, who we must assume, get a preferential rate.

Right away, I see Canada's Scotia Bank, 2 German Banks, including Deutsche Bank, & Japanese manufacturer, Kikinzoku Group, who only buys platinum for electronics, semiconductor and automotive industries.

We recently learned that the London Bullion Market claimed "an accounting error" and claimed they had way more silver in their vaults than they actually had.
Note that such an action would suppress the market price.
