Most of the nation's largest police agencies tend to show awareness that the hogtie is dangerous, but not all ban it.

"The man pointed at me as we walked past the bank," said Burch, now 60. "And then a cop asked me to come with him." (2/7)
A white officer escorted Burch into the bank, where the detained white man claimed that Burch had given him a forged check and two identifications of a Black man with an Afro.

"It obviously wasn't me," Burch said. "There was no resemblance, and I did not have an Afro." (3/7)

NEW: Biden admin. announces that about 39 million families will begin receiving monthly child tax credit payments for the first time starting July 15. nbcnews.to/2S0tORM
The payments, which are part of the expanded child tax credit program in the American Rescue Plan, are expected to dramatically reduce child poverty, admin. officials say.
For the first time, the payments, normally given annually as tax refunds, will be distributed monthly. Because the advance payments are beginning halfway through the year, families will get the second half as tax refunds.
