A meeting was called by Secretary , Power , GoI to proactively finalize the Guidelines on developing cyclone resilient distribution and transmission infrastructure .
Apart from officials of Ministry of Power , officials of the CEA and those of cyclone affected States as well as the officials of CPSUs working under the Ministry were present in the meeting .
Under the Guidelines , the DISCOMs are to set up cyclone resilient infrastructure in the coastal belt Upto 20 kM from the coastline and thereafter , progressively upto 60 kM.
Action proposed to be taken by DISCOMs under the Guidelines inter-alia include :-
•Conversion of Air Insulated Sub Station to Gas Insulated Sub Station
•Provision of flood protection walls
•Use of epoxy-based paint coating for protection against corrosion of steel structures
•Using OFC links in transmission system
•Installing distribution transformer on plinth mounted structure
•Strengthening of civil foundation by use of RCC/pre-casted foundation
•Using Aerial Bunched cable for 11kV & LT overhead lines
•Use of rail poles/Double Pole structure & with provision of reduced span & ring main system
The aims is to put in place a disaster / cyclone resilient Transmission and Distribution Infrastructure, Disaster Management Plan and Standard Operating Procedures for reducing the damage and for ensuring restoration of outages in shortest possible time.
It was decided that the Distribution Utilities should undertake the task of :
•Digitalization & periodic review of material bank of T&D assets
•Identifying vulnerable assets, Regular patrolling & monitoring of T&D assets
•Timely rectification of all identified defects
•Implementation of preventive measures
•Mock drills for maintaining preparedness of various teams
•Regular capacity building of employees and improving operation based on the lessons learned from past
It was also agreed that the Standard Operating Procedure (SOP) brought out in the report of Task Force on Cyclone Resilient Robust Electricity Transmission and Distribution Infrastructure in the Coastal areas should be followed by the utilities of coastal states.

Ministry of Power has constituted a Task Force on Cyclone Resilient Robust Electricity Transmission & Distribution infrastructure in coastal areas of the country to examine types & nature of damages to electricity infrastructure and to recommend preventive & mitigation measures.
Measures include various emergency preparedness plan, Design & Technological aspect, steps to be taken by utilities for capacity building to create cyclone resilient infrastructure to shorten restoration time (including ERS) and limit the impact of disaster.
Preparedness plan is to:
•Meet any contingency
•Reduce response time for assistance.
•Identify major resources, man power, materials etc. for making the plan operational
•Optimum use of available resources
•Improve the plan periodically based on learning over the time
