I read the interim London Fire Brigade report into the fire at New Providence Wharf
It confirms that fire safety involves more then just removing ACM cladding
I summarised the key issues/questions via comments in this PDF but will also list below

This is how the building should work in pic
But either smoke detectors failed or failed to activate (report unclear on this)
So fire doors did not close, the alarm did not sound outside flat (but did inside), corridors/stairwells full of smoke, lifts operated as normal

The Automatic Opening Vent (AOV) systems could have been switched on manually but was only done by LFB 40 minutes after fire started!
Why not activated by the waking watch/Ballymore staff when automatic system failed?

2 tall ladders called for
1st call to LFB at 8.54am
Not clear when 1st ladder arrived
We do not think these tall ladders located in Tower Hamlets
But only parts of NPW accessible by a tall ladder (either too tall or no access from road)
Water also sprayed down from 11th floor

So unclear how LFB would have fought a fire higher up the building or where no ladder access at ground floor & where fire spreading on outside
Would there have been more damage?
Government need to get wood balconies removed also (but not a lot of detail in the LFB report)

8 minutes between first report of smoke & first call made to LFB!
8.55am first call to LFB
8.58 more resources sent based on phone calls
8.59 first engine arrives, in 4 minutes!
9.01 more resources ordered incl investigators
Excellent response clearly showing Grenfull lessons

Front doors appear to be 30 minute fire safe but smoke could enter around the edges of the door
Front door of flat on fire left accidentally open which is one reason why fire & smoke in the hallway

Start of fire was inside the fuse board in the kitchen related to the timer for hot water system inside the apartment
Other fuse boards in the building showed similar damage, all original
Was this picked up earlier?
In theory, rental apartments should all now be EICR tested

Useful summary of fire spread
Reminder if you can in a fire: close doors & windows, you need to reduce the flow of oxygen to slow it down
Balcony & front door both left open
Helping fire to spread & providing it with fuel (air)
But none of the systems worked as intended, why?

Last issue but not in the report is that firefighters appeared to struggle with water pressure & finding a hydrant outside, will need to ask LFB if that was an issue and whether material or not
This is just a preliminary report, timetable below

"External ACM cladding on the 8th & 9th floors was also involved, but in this particular case, the cladding did not significantly add to the fire’s development"
But government give impression that ACM cladding is the only fire safety issue in tall buildings

This @TheEconomist article is very strange, odd & not really based on much evidence
It also repeats various myths without evidence, misses the big issues, and therefore comes to the wrong conclusions

The issues are more extensive than @PlanningMag article states
Councillors who made the decision to reject the resident's Yes vote in favour of the business No vote
Incorrectly, used the wrong business turnout % to suggest a higher proportion of businesses voted than residents

Proportionally more residents voted than businesses
Councillors were also not officially told that:
Some of the business votes were illegal (three people voted more than twice)
49.5% of all the business vote came from a single office building
Cllrs also not told that there was

an active Police investigation underway
"amid suspicions of a “possible conspiracy to subvert the referendum”, allegation of multiple voting, and claims that some business owners had exerted “undue influence” to sway the vote against the council’s plan"

Problems with Homes of Multiple Occupation (HMO) & why a man died due to Council inaction
A man died earlier this month in a flat fire, had the Council been more proactive and responsive he might still be alive but an attempt to get them to do so in January 2021 was rejected

18 people, primarily students and delivery couriers from Bangladesh, lived in a 2-bedroom former Council flat at the time of the fire, 22 beds were seen in the property including in the kitchen (mainly bunk beds)

The owner had bought the leasehold flat in 2005 but the freeholder was Tower Hamlets Council and the managing agent Tower Hamlets Homes, their arm's length management agency
Neighbours made complaints about number of people & leaks from the bathroom in late 2021 and 2022

New independent private primary school in Canary Wharf planning application
CW Group has applied to build a new 9-storey (thin but tall) nursery and primary school in the middle of Wood Wharf
402 pupils (150 nursery pupils and 252 primary school pupils) and 80 FTE staff

This would be a fee-paying school separate from the Mulberry Primary state school already built opposite this proposed new school so there would be 2 schools on site

I assume CW Group are behind the idea of building a new private school as will generate a long run income and be popular with some of their new residents

Local Plan consultation response - why the Local Plan needs to change
1st round of consultations on the new Local Plan ended on Wednesday - 2nd round of consultation should be later this year after they publish the draft policies

Fundamentally the objective of recent London and Local Plans has been to push most development in Tower Hamlets to Aldgate, Aberfeldy, Isle of Dogs including Blackwall & other parts of Poplar

Development in most of the rest of Tower Hamlets is discouraged even when they have better transport links and better infrastructure than the growth areas listed above

I went to the @ConHome Defence & Security Conference today
Several questions from audience about what will happen in Ukraine
All those who answered said, they don't know the outcome
That assumes Britain has a passive role
Britain could determine the outcome by helping Ukraine
