POTUS reiterates that there is no substitute for face-to-face meetings, and says he told Putin "my agenda is not against Russia," but "for the American people."
"I told him human rights is always going to be on the table," Biden says. "How could I be president of the United States of America and not speak out against the violation of human rights?"
"I made it clear to President Putin that we will continue to raise issues of fundamental human rights," Biden says. "I raised the case of 2 wrongfully imprisoned American citizens, I also raised the ability of RFE/RL to operate and the importance of free press"
Biden also confronted Putin about election interference, he says, and "bottom line" is he told Putin they need some "basic rules of the road" they need to abide by. Biden says he discussed the issue of strategic stability, and discussed "in detail" next steps on arms control
Biden announces that the US and Russia agreed to a "Bilateral strategic stability dialogue," and that the leaders discussed cyber and ransomware. "Responsible countries need to take action against criminals who conduct ransomware activities on their territory."
Biden says they also discussed "the urgent need to reopen humanitarian corridors in Syria," and agreed to work together on preventing Iran from obtaining a nuclear weapon. Also discussed the Arctic and preventing a resurgence of terrorism in Afghanistan.
Biden says he communicated to Putin the US commitment to sovereignty and territorial integrity of Ukraine, and he raised issues surrounding Belarus
The tone of the meetings was "good, positive, there wasn't any strident action taken," Biden says. Disagreements were not conveyed "in a hyperbolic atmosphere," he adds.
"All foreign policy is the logical extension of personal relationships," Biden says.
"He still has those concerns" that the United States is "looking to take him down," Biden says of Putin.
Biden says "there were no threats" made by either side. "It was somewhat colloquial, and we talked about basic, fundamental things," Biden says. Biden says Putin asked him about Afghanistan and said he was prepared to "help" on Afghanistan and Iran.

Asked why POTUS did not mention Navalny specifically in remarks last week, Sullivan says they have made the judgement that the best way to address the issue is with the Russian government directly through private diplomatic channels.

NEWS: The Biden administration is preparing additional sanctions on the controversial Russia-Germany gas pipeline Nord Stream 2, as lawmakers demand the pipeline project be derailed before it’s too late. politico.com/news/2021/03/1…
The German government has floated several potential offers to get the U.S. to lay off the pipeline, said people familiar with the conversations, including trade deals and increased investment in green energy projects in Europe and Ukraine.
One lobbyist involved in efforts to stop the pipeline said that some inside the administration hope they can buy time until Germany’s federal elections in September, which could see the country’s Green party gain power and potentially pull out of the pipeline project.

BREAKING: Treasury will unveil sanctions today on General Ahmed al-Asiri, former deputy head of the Saudi intelligence services, and the Saudi Rapid Intervention Force for their involvement in the Khashoggi assassination. Crown Prince MBS will NOT be sanctioned, per officials.
A new State Department policy named the Khashoggi Ban will also be unveiled today, which will allow State to restrict and revoke visas to any individual believed to be involved in targeting/harassing/surveilling dissidents and journalists extraterritorially.
Then White House chose not to penalize the crown prince directly despite intel report concluding he approved the operation that led to Khashoggi's murder. One senior administration official said that to do so would put the U.S. in an extremely “hostile” position wrt KSA.
