AOC has pointed out House can simply hold up the Senate's GOP-friendly infrastructure bill until the much broader Democratic package is ready and vote on both near simultaneously.
(This is similar to how the ACA ended up passing in 2010.)
Even if everything goes right, there is a *LOT* of bill-writing to do and votes to wrangle. Likely means a fall scrum, even with Dems wary of extending this because they want to avoid another 2010, which some blame in part on extended wrangling over the ACA, etc.
Every delay with these hyper-narrow margins however is a risk. They need all 50 senators in the chamber for key votes, which will include multiple all-nighters.
They need total unity, which they don't yet have, & health.
Stakes are as high as they come:
*Trillions in spending and tax hikes on the wealthy + corps potentially > ACA
*Every progressive group will be seeking to add their favored item, while industry lobbyists will be seeking carveouts or to kill the whole thing outright.

Republicans tried to turn the ACA Medicaid expansion into a kind of block grant in 2017 via reconciliation. You can defund Planned Parenthood programs in reconciliation. You can set the Medicare age to 100. You can nix food stamps etc.
The ACA itself had a massive reconciliation sidecar that included a massive federal takeover of student loans and a new long-term care program.
