This will be the 2nd most expansive education savings account program in the nation.
Families will be able to take their children's education dollars to the education provider of their choosing:

• Special needs services

The vote was 28 to 28.

3 Republicans - Udall, John, and Osborne - joined the Democrats in voting against school choice.
