Privatisation of children's services means thousands of vulnerable children are routinely moved around the country like freight to live hundreds of miles from everything they have ever known. Here's just one example 1/
North East Lincolnshire Council in Grimsby has just signed a near-£1 million contract with Cherry Blossom Children's Home. 2/ bidstats.uk/tenders/2021/W…
It sounds idyllic. Except Cherry Blossom Children's Home is in Peterhead, Scotland, almost 400 miles away. 3/ cherryblossomcare.co.uk
Eight hours away by car (approx), nine hours by train. If your are lucky. 4/
Chosen, presumably, for its outstanding track record? Apparently not. This home was only registered in March 2021 with the Care Inspectorate. 5/
North East Lincolnshire Council has also just awarded a raft of contracts to a private foster care agency, Foster Care Associates, owned by private equity. 6/
There is a strong possibility that children found homes through this agency will not be living anywhere near Grimsby. 7/
Almost every local authority does this. 60% of children in children's homes have been moved 'out of area. Many move hundreds of miles, and often a number of times, before they reach adulthood. 8/
Privatisation of the care of vulnerable children is toxic in many ways. But possibly the worst is that it breaks a child's significant relationships and denies them a community they can call their own. 9/
Privatisation is bad for children and families and bad for taxpayers. It doesn't have to be this way. 10/
Meanwhile, North East Lincolnshire is busy doing what councils do... closing support services for children and families. grimsbytelegraph.co.uk/news/grimsby-n…
The council's children's services are not in good shape.
Ofsted has suspended a children's home in East Sussex owned by the private company J&R Care Ltd after a child was physically assaulted by an agency staff member
resulting in significant injuries.
"Staff did not contact the police at the time of the
assault, despite the child requesting this. The child was not seen by a medical professional to assess his injuries. Managers and staff failed to ensure that the child
received appropriate support from external professionals."
This is a new home, which was only registered in August 20. A monitoring visit in February 21 raised serious concerns over safeguarding. The assault took place after that visit.
Another day, another children's home owned by private equity is rated inadequate and is putting vulnerable children at risk. Horizon is owned by Graphite Capital.
This is the home's first inspection, so it has been failing since the day it opened, pretty much. Full report (uploaded this weekend) is here reports.ofsted.gov.uk/provider/2/257…
There's rarely a day when Ofsted does not flag serious failures at one home (often there is more than one). They also post notices about homes that remain suspended or subject to restrictions of accommodation.
I'm not a fan (of the think tank or of the report), but I try to keep a broad church...
I struggled to read beyond this recommendation, tbh (one of just five). Already into 'managing the market', 'economies of scale' and 'block contracting'. FFS...
Ofsted's latest inspection of children's services in West Sussex (our LA), currently rated inadequte but under new management. Verdict: steady progress but much still to be done.
There are two 'outstanding' children's homes in the latest round of Ofsted inspections. Both are run by local authorities. This one is in Hampshire 1/ files.ofsted.gov.uk/v1/file/501649…
London Borough of Lewisham exposed a former looked after child to ‘significant harm’ while she was in its care and failed to look into her concerns properly: decision by @LGOmbudsmanlgo.org.uk/information-ce…
@LGOmbudsman The council did not properly investigate allegations of significant and repeated incidents of physical, sexual and emotional abuse while she was a child in foster care and council run residential units. At one point she was left homeless while in the council's care.
She was never told of the outcome of the investigation into her allegations.
