The grooming industry is unregulated in California and most other states.

There is growing scrutiny over a 17-million-gallon sewage spill into the Santa Monica Bay, with many asking how the spill occurred and why it took so long to alert the public.

Here is a breakdown of what we know — and what we don’t:

Authorities are still investigating how the spill happened.

The emergency discharge at Hyperion Water Reclamation Plant in Playa del Rey began Sunday evening and ended around 4:30 a.m. Monday.

The discharge occurred after construction materials clogged the filtering screens.

Crews tried replacing the screens and diverting water but were forced to discharge the sewage through a 1-mile pipe that ends 50 feet underwater.

With summer in full swing and COVID-19 restrictions relaxed, swim lessons are back.

Yet many of those most in need of lessons can’t get them, because public pools are competing with a flood of new backyard pools for a scarce resource: chlorine.

Less than a month after pools were cleared to open, the chlorine shortage has caused many public pools and swim lessons across the country to close.
