Public comments will lead off. There is a regular City Council session at 1:30 PM today. #oakmtg#HowardTerminal
So far the tone of the comments is overwhelmingly negative, but this is #oakmtg after all, so I didn't expect anything different. #HowardTerminal
Commenter compares #HowardTerminal to Google's Downtown West development in San Jose. HT is not comparable because Fisher is not providing any money out of pocket. #oakmtg
FWIW, there appear to be a number of East Oakland Stadium Alliance supporters and Coliseum site proponents. #oakmtg#HowardTerminal
The best/only pro-HT comments so far are from current Coliseum seasonal employees supporting the project in order to protect jobs. #oakmtg#HowardTerminal
Commenter says there will be an anti-HT rally outside City Hall today at 1. Fire up the news trucks. #oakmtg#HowardTerminal
Best line of the day so far: "We don't have politics, we have parlor tricks." #oakmtg#HowardTerminal
Rep for the stagehands union (IATSE) speaks in favor of HT. They do the stadium changeovers at the Coliseum. Other trades reps queued up. #oakmtg#HowardTerminal
Now we're switching back the building trades reps to reps from Port/shipping/trucking interests. It should be noted that there is a schism among labor regarding HT. #oakmtg#HowardTerminal
Second commenter urges not Council decision until after the Final EIR is released. #oakmtg#HowardTerminal
Mike Jacob (PMSA) notes that maritime reservcation scenario (removal of land for ship turning basin) was not included in the recent City term sheet. #oakmtg#HowardTerminal
@AsHotDog comments in favor of HT, espousing market rate housing to relieve pressure on Oakland economically. #oakmtg#HowardTerminal
Commenter calls for Fisher/Kaval to prove that the Coliseum as a site isn't viable. #oakmtg#HowardTerminal
Final commenter speaks in favor of HT. Comments period ended. CM Bas has the dais. Staff preso to come next. #oakmtg#HowardTerminal
Staff preso to be followed by amendments from Council and a preso by the A's, then Council discussion. Gonna warn you now that we will run over, past first pitch of the game today. #oakmtg#HowardTerminal
Oakland City Admin Betsy Lake says that in the Council amendments, the $351.9 MM cost of off-site infrastructure will not be the responsibility of the A's. #oakmtg#HowardTerminal
Lake says that the terms put together by City staff should be agreed to by the A's. (we'll see about that) #oakmtg#HowardTerminal
@Kaplan4Oakland Kaplan dives straight into off-site infrastructure ($352 MM) issue. In her memo she describes ways to chip away at the problem. #oakmtg#HowardTerminal
Worth pointing out here that besides City staff, Vice Mayor Kaplan is most outfront of any public figure trying to get a compromise deal done, more than Mayor Schaaf or any other Council member. That’s important. oakland.legistar.com/View.ashx?M=F&…#oakmtg#HowardTerminal
Kaplan affirms that County participation on HT IFD is required. That’s means it has to be decided by AlCo in September. #oakmtg#HowardTerminal
So far I haven’t heard about any concessions or deal points from Kaval. He stresses that Council voting “Yes” on something the A’s don’t agree with is not a way forward. #oakmtg#HowardTerminal
Kaval is done. Next up is CM Carroll Fife, who presses Kaval on the “lack of consensus” on the term sheet. Kaval says that A’s don’t agree with new/amended City term sheet. It may mean working with City on term sheet until recess (August). #oakmtg#HowardTerminal
CM Bas says that A’s stance is disappointing given the amount of work done by City staff. CM Gallo next. #oakmtg#HowardTerminal
CM Gallo supports the Coliseum, offers Harbor Bay (old Raiders facility) as development site for the A’s. #oakmtg#HowardTerminal
After CM Gallo’s comment, City Admin Ed Reiskin speaks. Says that City half-share of Coliseum was offered to the A’s as well. A’s have stayed focused on HT, which Kaval affirms. #oakmtg#HowardTerminal
CM Kalb next, hits the affordable housing issue. Asks for clarification from City staff. Maybrun says costs of AH would be fronted by A’s and paid back by City programs (tax increment). Kalb doesn’t understand why A’s don’t pay for some amount outright. #oakmtg#HowardTerminal
CM Kalb: “If I vote Yes on this today, I’ll be holding my noise and going to the bathroom… I would vote with the understandin that I don’t support everything in it.” #oakmtg#HowardTerminal
CM Taylor is pleased with City staff’s work to bridge the funding gap. Takes issue with A’s bullying/taunting tactics. #oakmtg#HowardTerminal
Next is CM Thao, who urges fiscal responsibility. Says the A’s have to come back to the negotiating table in order to get HT deal done. #oakmtg#HowardTerminal
CM Reid is next, focuses on community benefits and a economic development deal that works for Oakland not just the A’s. #oakmtg#HowardTerminal
Reid asks Maybrun about the schedule going forward. Late October to finalize responses and put out the Final EIR. #oakmtg#HowardTerminal
CM Bas brings up “WIN WIN” - hope you have that on your bingo card. Says there are tremendous infrastructure opportunities that City and A’s can work on together.
CM Bas puts forward motion. Thao calls for passage. Bas seconds. The rest of the Council will get their say on the motion. #oakmtg#HowardTerminal
CM Fife asks Kaval if this is the first time he has seen the new amendments. Kaval says Yes. Fife is concerned, brings up the labor schism that I mentioned earlier. #oakmtg#HowardTerminal
As they cycle through the Council one more time, my feeling is that the City term sheet - which the A’s don’t agree with - will pass 6-2 or 5-3. That puts the ball in MLB’s or Rob Manfred’s court. I’ve felt this way for weeks. Is that good? No it is not. #oakmtg#HowardTerminal
Gallo confirms his no vote. Maybe 7-1? Sounds like a good position, but 7 Ayes on a proposal not supported by the applicant is a bad look. And now they vote. #oakmtg#HowardTerminal
Final vote tally (6-1-1)
Fife - Abstain
Gallo - No
Kalb - Aye
Kaplan - Aye
Reid - Aye
Taylor - Aye
Thao - Aye
Bas - Aye
Speaker Melody Davis: “2 minutes isn’t long enough, we need a day retreat” to talk about the #HowardTerminal project. #oakmtg
Spkr Patricia Lamborn goes over the sordid history of the #HowardTerminal site and says the Draft EIR does not properly address the site’s issues. #oakmtg
UPRR’s Adrian Guerrero: Company still has concerns over #HowardTerminal project, cites UP’s 3 yards in the area. As part of train switching activity, trains stop for up to 45 minutes in front of HT. Grade separation required. #oakmtg
CM Kalb is laying down the ground rules for today’s #oakmtg - A’s present, then City staff, then public comments. #HowardTerminal
By popular request, #oakmtg is leading off with a separate public comments period, then the presos. 35+ comments #HowardTerminal
BTW I’m not going to tally or quote every public comment because frankly, we’ve heard these arguments on both sides ad nauseam. Looking for something new. #oakmtg#HowardTerminal
The odd thing about the WNBA & the Bay Area is that you’d think there would already be a team with the region’s success in supporting the sport, sizable fanbase, etc. Joe Lacob even was the final owner of the San Jose Lasers before it and the ABL folded. 1/x
With Lacob there should’ve been a team by now, right? Well, I suspect this is where the long-running lease dispute between Dubs ownership and the Oakland Coliseum JPA comes in. With that being litigated for years, any promise of a WNBA team must been taken off the table. 2/x
AASEG is promoting the promise of a WNBA team in Oakland, with an excellent arena already there. Which is great, but they’re not in the club like Lacob and Peter Guber to not only capitalize the team, but also to operate it as WNBA teams are mostly not moneymakers. 3/x
