One reason why this is a big deal? It brings HIV prevention into line with other infectious disease prevention. The federal government is taking steps to do for HIV what they have done for diseases like COVID and Tuberculosis.
I've talked about my own experience with TB before. The government poured money into my treatment in order to prevent others from being infected. They have also, clearly, invested in COVID.
There is no vaccine for HIV. And, unlike TB, which is bacterial, it can't be cured with antibiotics. But there have long been steps the Fed Gov could take to stop the spread & to mitigate the harm of infection. These include PrEP and ArT (Antiretroviral) cocktail.
It is a *big* deal for the Fed Gov't to move HIV prevention into the realm of "we need to spend more money on medicine to prevent this disease."
Even more steps need to be taken to supply people w/ both PreP and ArT.

It's great that the Fed Gov is taking action now. But more action should be taken. We should take all known steps to eradicate HIV. This includes coverage of both PrEP and ArT. We should fund this just as aggressively as any other infectious disease prevention.
