managing the dam can do some planning as to how much water ought to be discharged and when. But once the FRL is reached,THEY HAVE NO CHOICE. THEY MUST RELEASE WATER.

in a catchment can be predicted. Dam managers are thus guided by actual rainfall data; and when heavy rainfall is forecast they try to lower the reservoir level BY RELEASING WATER. Thus,either way they are forced to release water 1. When they apprehend an onrush
of water from the catchment and 2. When the onrush has reached the dam and the water level has reached FRL.
Not much scope for management there,as you can see. Civil engineers,unlike other engineers,have to deal with raw nature.
