Buy-now-pay-later apps are an updated version of the old layaway plan, except users can do it all on their phones and — most appealingly — get their purchase immediately rather than having to wait until they’ve paid for it.

latimes.com/politics/story…
The apps are taking off among Millennials and Generation Z consumers, attracted by the ability to bypass traditional credit cards and still delay payments with no interest.

latimes.com/politics/story…
But regulators in Europe and Australia, where many of the companies first launched, are increasingly concerned the apps are extending credit irresponsibly.

latimes.com/politics/story…
Using celebrities to portray the services as a hip alternative to the “gotcha” fine print of credit cards, the apps could promote overborrowing in a generation already struggling with high debt and poor credit, consumer advocates warn.

How do buy-now-pay-later apps work?

Election day is Sept. 14 but ballots will arrive in the mail before then.

The ballots contain two questions:

• Should Newsom be recalled?

• Regardless how you voted on the first question, if the governor is recalled, who should he be replaced by?
latimes.com/politics/story…
If more than 50% of voters say that Newsom should be recalled, the top vote-getter in the second question will serve the rest of Newsom’s term, regardless of how few votes that candidate gets.

latimes.com/politics/story…
Readers have reported some confusion over the ballot, notably that if they vote for a candidate in the second question, would that erase a no vote on the first question?

The answer is no.

Nearly a month after igniting, the monstrous Dixie fire burning in Northern California has destroyed nearly 900 structures and continues to exhibit extreme behavior, officials said.

Around midnight Monday, an explosive storm cloud rose roughly 40,000 feet above the eastern portion of the blaze.

The pyrocumulonimbus cloud was so intense that it sparked lightning, as well as fiery spinning vortexes known as fire whirls.

A large whirl captured by an infrared camera shows a thin tendril snaking high above the rest of the flames. An NWS meteorologist estimates that it soared 300 to 400 feet above an area west of Antelope Lake, where evacuations were ordered this week.

We've issued a correction on this story. latimes.com/california/sto…
A previous version said Bauer’s accuser wrote in a text message, “I didn’t like the two black eyes??” In fact, the accuser wrote that she “like didnt expect two black eyes!?”
And a previous version of this story stated inaccurately that Bauer’s accuser said in a court record that she had suffered facial fractures after being punched by Bauer.

Problems at a Los Angeles sewage treatment plant that caused a massive spill last month have severely reduced the region’s water recycling ability, forcing officials to divert millions of gallons of clean drinking water amid worsening drought.

Even as California Gov. Gavin Newsom urges a voluntary 15% reduction in water usage, the Hyperion Water Reclamation Plant‘s inability to fully treat sewage has forced local officials to divert drinking water to uses normally served by recycled water. latimes.com/california/sto…
The sudden loss of millions of gallons of recycled water has alarmed experts and raised new questions about the plant’s ability to function in a warming climate.

“This is water we can’t afford to spare,” said one watershed management researcher.
