First to @NBCNews
Details of Biden's new COVID plan to be announced today:

1. Biden is expected to ask the Dept. of Labor to put out a rule for any employers with more than 100 employees to have a vaccine requirement and/or testing requirement.
2. The president is expected to announce a requirement for health care facilities with Medicare and Medicaid to have to have staff 100% vaccinated.
(very big deal because the places that are stretched are the places that aren’t mandating because they can’t or they’ll lose nurses)
3. Biden is expected to give an update on both boosters and monoclonal antibodies.
This is all according to two sources familiar.

The White House declined to comment.

NEW: US Education Dpt. opening civil rights investigations into 5 states w bans on mask mandates: Iowa, Okla, S. Carolina, Tennessee, and Utah.

to explore whether they "discriminate against students with disabilities who are at heightened risk for severe illness from COVID."
the Department's Office of Civil Rights "has not opened investigations in Florida, Texas, Arkansas, or Arizona because those states’ bans on universal indoor masking are not currently being enforced as a result of court orders or other state actions."
There are all kinds of kids at issue: Those with asthma, diabetes, heart and lung conditions to name a few.

NBC reported last week that the ACLU was filing a lawsuit against the Gov. of South Carolina @henrymcmaster over the same issue.

Education Secretary Miguel Cardona is calling school administrators in Florida – who are now facing loss of income for defying state rules barring mask mandates -- to urge them to hold the line, according to two administration officials.
On Friday, Florida Ed Commissioner Richard Corcoran said Broward & Alachua County school board members who voted to impose a mask mandate, in violation of a state ban on such mandates, could start losing their monthly pay as soon as next week unless they reverse their policy.
Cardona is calling local officials to assure them that, under a series of coronavirus relief funds passed by Congress, they can bill any lost income to millions in federal funds that have already been dispersed to school districts.

School leaders say they face a “moral dilemma.”

The legislature and governor barred schools from mandating mask wearing.
Within 9 days of reopening schoolhouses, schools were reeling w COVID
(The school board held an emergency meeting on Friday and temporarily moved thousands of kids to virtual.)
600 kids in quarantine. 2 teachers were put on vents.

Yet school officials here feel helpless to prevent a repeat: S.C. districts also risk losing nearly half their
funding if more than 5% of its students are virtual.
