Things finally settled (or negotiated) (P1). MHA put FF in 'prior permission' ("watchlist") in 2015 (P2), which was later removed a year after FF reg under FEMA (P3). All-in-all FF closely escaped full ban. Later MHA allowed use of frozen funds also for staff's salary.

In any case, it irked officials who cited that any such arrangement (memorandum) is fine then, but why FF didn't bother to comply when FERA (later FEMA) laws were enacted. (P1)
FF, obviously, defended to follow a memo which was challenged all those years of INC regime.
