In her 2nd annual State of the Union address @vonderleyen is pitching that having asked so much of the young, it's time to build a future for them: carrying through climate action and renewing the economy. To copy the new generation in being 'grounded in values, bold in action'
Proposals so far:
- donate more vaccines globally
- reestablish European dominance in semiconductor manufacturing (there's a shortage and they're needed in all digital products)
- climate: time is up, implementation of commitments now
- companies rely on state spending in education, infrastructure, & must pay their fair share (watch out Ireland)
- political will is the biggest block to defence cooperation. But EU should at least pool intelligence and cyber defences (to cripple state 'all you need is a laptop')
- ALMA programme which would be like Erasmus but work opportunities for young people
On China:
- an EU ban on products made with forced labour
- a rival to China's Belt and Road that would seek 'partnership not domination' by building key infrastructure links with eg Africa
Von der Leyen also called for EU legalisation to ensure media freedom and read out names of murdered European journalists like Peter R de Vries, Ján Kuciak and Daphne Caruana Galizia, describing the media as not just an economic sector but the guarantor of democratic transparency
There's a fair bit of Irish discomfort at the emphasis on defence in her speech - the idea of waiving VAT on purchases of missiles etc is seen as a favour for the arms industry with limited relevance to modern reality of threats.
Defence set to be a major theme until next summer.
"I noticed you never used the B word, Brexit," says Ireland's @SeanKellyMEP in response to VDL's speech. "Perhaps an intelligent omission and a message in itself."
Praises EU Brexit approach and says will lead trade delegation of MEPs to N.Ireland to discuss reality of Protocol.

165 people have so far tested positive for Covid-19 in the Netherlands after a single disco that had 650 guests.
All had had to show proof of a negative test or vaccination to get in (though there are reportedly multiple loopholes, such as sharing screenshots).
"Everyone in front of and behind me in the queue for tests had been to Aspen Valley," Tim, 20, told a local newspaper saying that 9 of his 18 friends who were at the nightclub had since tested positive. "It's one big drama."

Belgian court finds AstraZeneca "deliberately violated" contract with the EU by excluding British factory Oxford Biomedica in supplying contracted vaccines, and orders it to use the factory if needed to meet orders.

In its conclusion the court orders AstraZeneca to deliver vaccines on a fixed schedule, or face a €10 fine per late dose.
However, AZ has already delivered most of these. The court found it couldn't impose a timetable for the outstanding ~220mln doses due (company says end-year)
Confusingly, both sides welcomed the judgment.
- AstraZeneca said it won, because the court says that the EU's order does not have priority over other contracts
- EU claimed victory as well, as the court found AZ violated its contract and that it should use the British factory

The WHO produced guidelines to help public health officials deal with vocal vaccine deniers in 2016.
It explains how to counter the false claims, and that the audience is not the vaccine deniers (who will not be convinced) but the broader listening public

Some interesting observations from the WHO:
- the arguments of vaccine deniers have not changed much since the invention of vaccines
- out-and-out vaccine deniers are a very, very small group. But they can influence a much larger group of people who are persuadable either way
