DHS just released its plan on how to respond to the increase in - mostly Haitian - migrants who are crossing in to the US at Del Rio, Texas. It is anti-Black, promises to use unfair procedures, and is, well, just frankly an infuriating disappointment. dhs.gov/news/2021/09/1…
Instead of focusing on providing access to asylum , DHS promises to us illegal expulsions under Title 42 & expedited removal and " to accelerate the pace and increase the capacity of removal flights to Haiti and other destinations in the hemisphere within the next 72 hours."
Human Rights Watch’s recent assessment of Haiti concluded that the country was “facing one of its worst outbreaks of violence since 1986” and was failing “to meet the basic needs of its people, resolve long-standing human rights problems, and address humanitarian crises.”
Relying in part on @hrw's findings, the Biden admin redesigned Haiti for Temporary Protected Status in May, warranted by extraordinary conditions of insecurity, political upheaval and dysfunction, and violence, which made it impossible to return its nationals to safe conditions.
That was before the destabilizing July assassination of President Jovenel Moïse and a 7.2 earthquake on August 14, 2021, which caused large-scale damage across the country’s southern peninsula.
The situation in Del Rio wouldn't be happening if the admin had cleaved to principle & focused on universal access to asylum in an orderly manner through ports of entry. Instead its border policies are chaotic & unpredictable & people who need protection don't know what to do.
It's time to immediately stop all deportation and expulsion flights to Haiti. And to - finally - commit to a welcoming and fair approach at the border. #WelcomeWithDignity

Right off the top, it's wonderful to the see the Admin describe the bill as aimed at managing the border. This seems to suggest that they are moving away from a security-only approach that tends to see migrants (mostly) as threats.
And of course, providing a path to legalization for migrants who are deeply rooted in the United States is an urgent human rights priority!!! The US systematically violates migrants' rights to home and family.

The situation we found is unacceptable. The US is holding many kids, including some who are much too young to take care of themselves, in border jails for weeks at a time without contact with family members, regular access to showers, clean clothes, toothbrushes, or proper beds.
Many are sick. Many, including children as young as 2 or 3, have been separated from adult caretakers without any provisions for their care besides the unrelated older children also being held in detention.

This week, I’ve been working as part of a team of lawyers and doctors monitoring conditions in border facilities, including in Clint. What we found has left me devastated. buff.ly/2FnKmKx
Children should spend no more than a few hours in short-term border jails and US-law limits their detention under typical circumstances to 72 hours, but many of the children we interviewed at Clint had been there for three or four weeks.
The Border Patrol claims that high numbers of border arrivals are causing these delays as they wait for space to open up in the somewhat more child-friendly detention centers and shelters run by the Office of Refugee Resettlement at US Health and Human Services.
