When the United States joined World War II, Vannevar Bush was president of the Carnegie Institution. Several months before, on June 12, 1940, Bush had been instrumental in persuading President Franklin Roosevelt to create the National Defense Research Committee (later superseded
by the Office of Scientific Research and Development) to mobilize and coordinate the nation's scientific war effort. Bush housed the new agency in the Carnegie Institution's administrative headquarters at 16th and P Streets, NW, in Washington, DC, converting its rotunda and
auditorium into office cubicles. From this location, Bush supervised, among many other projects, the Manhattan Project. Carnegie scientists cooperated with the development of the proximity fuze and mass production of penicillin.
The NDRC's most important project eventually became the Manhattan Project—the full-scale project to produce nuclear weapons by the United States. An Advisory Committee on Uranium had been established to consider the feasibility of an atomic bomb as part of the
National Bureau of Standards during 1939 as the result of the Einstein–Szilárd letter, but had not made significant progress.
The NDRC funded research into hundreds of different projects at many different educational and industrial sites around the country. Some of the ones it
is best remembered for include:
•Atomic bomb research (would later become the Manhattan Project)
•DUKW – amphibious vehicle
•Project Pigeon
•Proximity fuze
•Radar at the Radiation Laboratory at the Massachusetts Institute of Technology
The Committee on Uranium, chaired by Lyman Briggs, reported directly to the Chairman of the NDRC and as such does not appear in the chart above.
The Mansfield Amendment of 1973 expressly limited appropriations for defense research (through ARPA/DARPA) only to projects with
direct military application.
After his ambassadorship, Mansfield served for a time as a senior adviser on East Asian affairs to Goldman Sachs, the Wall Street investment banking firm. Goldman entered the initial public offering market in 1906 when it took Sears, Roebuck and
Company public. The deal was facilitated by Henry Goldman's personal friendship with Julius Rosenwald, an owner of Sears. Other IPOs followed, including F. W. Woolworth and Continental Can. Reflecting modern trends in retailing, the company decided to stop producing the general
catalog in 1993. While Sears no longer issues the Big Book Catalog, the company continues offering many specialty catalogs including the Christmas Wish Book, and catalogs for tools, auto accessories, home improvements, clothing, and even Barbie collectibles. Today Sears is
moving into the electronic age by offering Sears Direct services. This gives the customer the opportunity to order items through the Shop at Home catalog concept featuring an on-line Wish Book, and an on-line site for Craftsman tools and parts.
