An upgrade of Kenya’s security surveillance system, establishment of another US military base, and concerns over abductions featured in separate talks between Ruto and foreign intelligence chiefs, @NationAfrica has established.
During a meeting at State House, Nairobi, CIA Director William Burns is reported to have discussed with Ruto how to strengthen Kenya’s security role in the region through deployment of the new surveillance system.
At the meeting also attended by NIS boss Noordin Haji, the establishment of a new US military base in Turkana in Northern Kenya and the expansion of the Manda Bay base in Lamu was also discussed as the Americans look to increase their presence in the region.
Ruto is quietly reshaping his administration, consolidating power as he distances himself from old allies that defined his leadership more than three months ago.
In a striking departure from the image of an open and easy leader, Ruto is tightening control, enforcing strict access protocols, and reshuffling long-serving staff.
Ruto's critics reveal that the move signals his growing authority but has raised concerns about Kenya’s democratic space.

The budget allocation for the purchase of new cars for Kenya’s top three government offices has shot up eight times in the latest changes to the spending plan that also benefited retired President Kenyatta. - @BD_Africa
The offices of President Ruto, DP Gachagua, PCS Mudavadi have been allocated Sh802.2M to buy motor vehicles in the current FY, a significant increase from what had been allocated as Kenyans come to terms with a bloated government that's scuttled Kenya Kwanza’s austerity measures.
In the budget estimates for the Financial Year 2022/23, the three offices had been allocated Sh100.8M, though the office of the Prime Cabinet Secretary had not been catered for. However, the exclusion of the Prime CS only cuts the expenditure by 10%, or Sh80M
High Court judge Justice Abigail Mshila has ruled that financial lender cannot go for a loan guarantor after auctioning assets of the principal borrower and failling to recover the outstanding debt. - @nationafrica
Justice Abigail Mshila held that if the asset provided as collateral or security fails to fetch the amount enough to settle the debt, a lender is barred from going for the guarantors.
In a ruling that is likely to serve as a respite to many guarantors, the court further ruled that a lender is not entitled to any compensation if the asset held as security is auctioned and still the sums undue are not recovered.
