You can literally just look at the PIF’s website right now and see that it’s led by the head of the Saudi government and claims to be implementing the Saudi government’s objectives. pif.gov.sa/en/Pages/About…
Its domain is PIF dot GOV dot SA. And the other members of the consortium are not plausibly independent; they’re business people who are primarily known for and reliant upon facilitating UK deals for middle eastern investors.
