Well, we learned that in Israel that's already the case. Compliant citizens who got 2 vacc shots became non-compliant in a matter of days. 3rd dose suddenly became an "additional" requirement.

This is only a precursor to what is going to happen - social credit, CO2 carbon credit, delivered through the same system.

Those who think that being a compliant citizen regarding vaccines will help to end this misery, will be disappointed.
