Here's the current map, drawn by Republicans in 2011. It packed Democrats into Precinct 1 and created Republican majorities in 2, 3 & 4.
Here's Republican Commissioner Cagle's plan. It's pretty much the same map, except for adjustments to even out the population of each precinct. Dems still packed in 1, leaves 2, 3, & 4 as tossups.
Democratic Commissioner Ellis's map would be a significant redraw. Packs Republicans into Pct 4, makes Pct 1 heavily D, 2 & 3 lean D. Result is likely 3 D seats and 1 R seat by 2025.

How do they discriminate?
One category ➗ the number of residents a flood project would benefit by the **total jurisdiction population.** This means that Houston (2.3m) and Harris Co.'s (4.7m) populations hurt, rather than helped their chances.
