The black players score much lower than the white players (on average) so they began "race norming" the scores, which basically means giving the black player higher scores than they actually earned, because of like, reasons. Probably the assumption of a "cultural bias".
But when black players are tested at the end of their careers to see if they've been put into disability status, this "race bonus" works against them. They are shown to be more cognitively able than they really are and thus don't qualify for the compensation.
An interesting related but not super relevant factoid is that NFL players are higher IQ than the general population (of their demographic). White NFL players average around 115 IQ while black players average around 98.
