2/4 It's a sequel to our recent @EJIntSec article, moving from the question of how are cyber operations violent in principle to how they are integrated into violent state structures in practice. Thanks to everyone @ISGA_Hague@CyberStatecraft@HagueCyberNorms ETH Zurich & beyond.
3/4 We identify 3 logics of integration: substitute, support, and complement. We argue that how cyber operations are integrated into broader military and/or intel decision-making matters, not just bureaucratically or strategically, but in terms of the violent harms that result.
4/4 Side note: we mainly consider positive cases of integration where cyber ops were used instead of/as part of/as well as other means. We should also consider negative cases where actors decided NOT to use cyber ops, instead staying with more conventional tactics.
