Ok folks, I’ve been trying to make sense of Quarantine 20 using the shot list and photos for reference. Not everything on the shot list aligns perfectly when you put it in order, but I think I’ve mostly figured the episode out. A thread:

Episode opens same as the 15. Star explains the heatwave and how ships with the plague are being quarantined.

Cut to the Star Dock. It’s very clear there was more here that was cut out of the 15. The shot list mentions Big Mac is present here, but perhaps he was removed from filming at the last minute, or he's just off-screen and has no lines. (Scene 2)

Star orders OJ to collect the fire barge. OJ obliges, and sets off, with his engine making awful noises.

Top Hat makes a comment, and is told to hush by Star. Star orders Top Hat and Warrior off to the bay to wait for cleared vessels (or tow wrecked Krakatoa to the breakers yard, maybe? 👀)

Top Hat and Warrior set off, Top Hat grumbling about OJ’s engine. He mentions the breaker's yard, and Burke and Blair.

Hard cut to voiceover introducing Burke and Blair as they approach the Star Dock. Blair is on the left. They make their first go at Star, saying they’re on the prowl for “useless tugs” and make an offer for OJ. Star gets very annoyed at this and sends them away.

Right after they leave, Ten Cents and Sunshine arrive late. An already annoyed Star lashes out at them. He tells them the scrap dealers are looking for useless tugs, as he was just talking to them.

Cut to OJ with the fire barge, with the removal of the “Burke and Blair listened to his engine” line, as those shots of them are from later. Onto the Fultan Ferry scene.

OJ sinks the ferry. This whole scene plays out as per the 15.

Grampus sees the ferry sink from underwater. He surfaces and questions what he just saw happen. Ten Cents tells him to stay where he is to bear witness. Sunshine gasps as he passes, and Ten Cents tells him to go tell Captain Star.

Cut to a scene of Sunshine racing into the Star dock alone to alert Star. (Scene 6) Star tells him to fetch Mighty Mo.

Sunshine returns with Mighty Mo, and B&B stroll up making comments on the ferry and OJ. The shots from their 15 debut were from here, as the backgrounds match. Ten Cents, still with ropes on him, tell them to scram. Sunshine leaves a second time to get more cranes and Fire Tug.

Burke and Blair trundle over to the Star Dock to make their second go at Star. Burke is on the left now. Meanwhile Sunshine fetches the cranes in the background.

Fire Tug arrives at the sinking. The line “Ten Cents tried to explain…” is spliced together in the 15. Likely, the original line was OJ tried to explain what happened. This was changed to TC because it cuts to him right after in the 15.

Fire Chief tells Grampus to dive and ensure the ferry is level. He does so, and rises again confirming.

Zorran and Zug make their debuts into the episode on their way to the estuary. The shot list calls for Zip in this scene as well, but like Big Mac, was probably removed last minute because he wasn’t needed or didn’t have any lines.

The shot list calls for a scene with only the Star tugs here, which I’m not totally sure about. Big Mac and Warrior arrive and say they’ll handle the ferry while TC, OJ, and Top Hat go to the estuary to try and beat Zorran? Not sure.

On his way out to meet Nantucket, Sunshine passes the Coast Guard on the estuary who warns him not to get right alongside any vessel, as he just quarantined a fleet of schooners.

The rest all meet in estuary. Coast Guard tells em schooners have been quarantined. Same as 15. Again the shot list calls for Warrior, Big Mac, and Zip here, but it seems they chose not to feature them when filming.

Sunshine and Nantucket. Sunshine and Zorran. Zorran tries to nab Nantucket. Ten Cents chases him, and OJ stops him. OJ blows his engine. Same as 15.

Zorran pulls up alongside Nantucket. There was probably dialogue here.

Ten Cents and Sunshine tow OJ to the Star Dock. Burke and Blair make their final offer, and are turned away. Star orders OJ’s engine to be refitted. Same as 15.

Episode ends the same, with Zorran getting quarantined by the Coast Guard. Burke and Blair get the last laugh of the episode.

There is probably more here, but this is all I could gather from what we have. Still seems like the episode is pretty disjointed just going by this, but who knows? We need the 20s!
