Substance Use Disorder impacts every aspect of our society. It costs our country $1.45 trillion a year in economic loss and societal harm
It overwhelms our police and clogs our courts, wrecks families and communities and warps our foreign policy and national defense, and is responsible for $10s of billions of healthcare costs.
“The War on Drugs” has been an unmitigated disaster; $2.3 trillion spent with no impact on supply. We’ve bounced from crisis to crisis - crack, meth, opiods and now fentanyl laced drugs, and yet we still fight it with the same failed tactics.
Substance abuse is a mental health issue and since 1980 we have gutted our mental health system with seriously mentally ill either homeless or in prison. 
We need to take $$$ from interdiction, prosecution and incarceration and put it into mental health and treatment programs. We can save billions of dollars and millions of lives.
