My personal view.
4. The biggest failure of intelligence was 9/11. Was anyone punished at that time in America ? Was any General punished from The Pentagon when one plane crashed into it ? No. Why ? Because there are hundreds of incidents in any country where the LEAs

Protect the country from terrorists attacks BEFORE they happen. Attacks that never happen and the public never even hears about them.

6. Punishment is given IF these LEAs are found to be negligent in their duties. But the court already decided that they were not negligent. Here is some information attached as to what has taken place so far since 2014. READ it carefully so you know

Let’s also shed some light on who was punished and why. 5 out of 4 terrorists have been HANGED so far and death sentences awarded to all 5. Why is the 5th one still not hanged ? Ask the courts. Not me. Here are the names and dates of the terrorists when and who was punished
