India's 7-day average has gone down to 10,777 below the lowest value between the two "waves" 10,983 (see attached).

Now the question is whether they will keep making it go down or a new increase will happen.

Just like with a fire, this includes economic damage.

Often partial action leads to recognition it is not enough and then stronger action is taken.

Partial action is almost as hard as full action, but has much less benefit.
