The guy who has been cyberstalking me is at it again. He changed his Twitter handle, and now he claims he was able to get the zip code and IP address of a parody account, and he alleges it's me.

The sad part is that his followers believe this guy can get an IP address from a Twitter account just tweeting. He is posting the zip code and city where I live, and he got that information from when I was doxxed last month.
If he has the IP address, what are the first 3 octets of the IP address? Tweeting the first 3 octets isn't doxxing, nor does it violate Twitter's rules. What was the exact process he used to obtain the IP address to link it to a specific zip code?
Let me explain just how foolish his tweet is. Let's pretend he has the IP address (he doesn't); he wouldn't be able to get the specific zip code just like that. He would need to subpoena the provider to find out who was leased that IP address on that date and time...
The second mistake he made which is the most obvious, someone creating a parody account isn't hacking. If you contacted any police precinct and told them, "my Twitter account was cloned," they would laugh at you until you hung up the phone...
He keeps changing his Twitter handle. 🤷🏾♂️🤡
