The foreign agent paperwork (first spotted by the amazing @WendySiegelman) was filed by a man named Sergey SHESTAKOV. I was able to establish, via multiple open-source intelligence tricks, that he is a former high-ranking Soviet diplomat.
Shestakov says he, with the assistance of Charles MCGONIGAL, the former Special Agent in Charge of Counterintelligence for the New York Office, connected the Deripaska aide Yevgenyi FOKIN to a US law firm and "business intelligence consultants"
Fokin, according to numerous reports is a former "high-ranking" Russian intelligence officer.
The picture is this: A former senior Russian diplomat and spy partner with the recently-retired TOP counterintelligence official at the FBI.
The only person who commented to me was a spokesperson for Kobre & Kim, the law firm allegedly hired by Fokin or En+ with the help of McGonigal+Shestakov.
The spokesperson said that the firm "conducted no work covered by FARA for Yevgenyi Fokin or En+.”
I want to be clear that I don't have a good understanding of McGonigal's motives so it's completely unwise to speculate. There could be a benign explanation for his alleged work for Fokin or En+.
As for the "business intelligence" company called "Spectrum Risk Solutions" - I couldn't find them existing anywhere. And I'm pretty good at OSINT research. I received the documents for the only LLC I could find in Delaware and it was boilerplate language.
