the very criminals/drug dealers who prey on kids like Scott. Kids who are too sick to walk away from their drug dealers. Chesa sees absolutely NO value in protecting these kids. Keeping desperate sick addicts safe/alive, despite the fact that it is his sworn duty to do so.
