A Manifesto for Change in TH - construction noise policy questions
We have had a week now of peace and quiet from construction sites as they closed for Christmas
So the first discussion for the new Manifesto is about construction noise-related policies 1/
The Council is also updating their Code of Construction Practice which was last updated in 2004 and there will be a consultation from them soon, so this may inform a response to that consultation

I am working on a website to host these kinds of discussions so that they are not just on Facebook & will also arrange in-person (socially distanced) events as well where possible around TH, more on this later
But what do you think the policies should be on construction noise?

Should we allow long hours with extensive out-of-hours work permitted or should we bring in some controls over noise limits? stop Saturday working like Kensington & Chelsea? should we push for fewer diesel generators? reduce average decibels permitted from 75 to 70? 5/

A Manifesto for Change in TH - improving play for children ideas
I get quite frustrated at how poor some playgrounds are in Tower Hamlets, especially the developer provided ones & some Council ones like Sir John McDougall desperately need to be rebuilt
So I have some questions 1/
about how we can improve play for children including teenagers
Should we have play equipment outside of playgrounds as they do in my mums home town?
Should we add lights (with timers) to the playgrounds to allow more playtime late on winter afternoons when it gets dark? 2/

Hot water & heating charge increase?
Did your charges increase from 1.5 pence per kilowatt-hour to 22.4 pence per kilowatt-hour?

I know at least two Ballymore buildings with communal gas boilers have seen announcements about big increases in their bills 1/
from January.
But many of you rely on similar communal heating systems where your hot water & heating come from communal gas boilers usually in your basement (or from a local district heating facility like on Tiller)
I want to find out how many of you are affected by big

price increases, how much increase, from which buildings, suppliers etc?

Disabled Parking - recommendations
The Councils Overview & Scrutiny Committee has written a report on changes to parking with 8 recommendations (sorry it is still private so I cannot share it yet)
But in 4,530 words the 'disabled' or 'disability' 1/
or 'blue badge' do not appear and I am of the view that in a number of areas the Council makes life more difficult for disabled people with cars than they need to do
This is odd as only 1.7% of residents have a blue badge, the 5th lowest ratio in England 2/
I did warn them about this on the 5th of October.
But fear of fraud drives or the need to maximize parking spaces drives the decision-making not what is right for disabled people.
So I am working on a counter-report adding 4 extra recommendations focussed on disabled people

An attempt is being made some Tower Hamlets businesses to divide the wider community in order to protect their commercial interests
This leaflet was delivered via a paid Royal Mail delivery organised by communications company based in Romford
Sent by 1st class mail just before 1/
Neighbourhood Plan referendum last week presumably to an area defined by Royal Mail, as sent to households not named individuals
As Royal Mail areas are quite large 1,000s of homes may have got it
But they are not allowed (by regulation) to spend more than £2,604 on campaign 2/
Will the anti-campaign report how much they spent to @TowerHamletsNow ?
Plus imprint on leaflet is also not fully compliant with electoral law & has been reported to the Council & Police (& I will report to the SET elections team later)
This raises a number of national issues 3/
