Late-night parking count in Canary Wharf ward
67 more vehicles than parking spaces available
I did a walk around Canary Wharf ward mainly looking at the parking from 6.45pm to 8.15pm tonight
Saw a traffic jam caused by roadworks + a blue badge vehicle parked outside Wardian 1/
I have been meaning to do this walkaround for some time as I know we have a big problem
A negative number i.e. -5 means that there were no spare parking spaces and 5 cars were parked on double yellow lines, or where they should not be parked i.e. on pavements
Some are blue

badge vehicles and some will have been food delivery vehicles, some will be visitors, some private hire vehicles waiting for trade and some will be people living in car-free accommodation who cannot park normally
A positive number + 5 means five spare/empty spaces

Millharbour -21 not including Ability Place - see pic for a car parked well off the kerb as an example
Mastmaker -19
Byng -13 mostly at the eastern end
Marsh Wall -11 including side roads on the north side
Cuba -10
Cassillis -9 but some delivery vehicles

Manilla/Tobago -2
Strafford 0
Alpha Grove 0 there were 2 half spaces

Mellish +2
Arnhem Place +5
Tiller +13 ten of which on western end of Tiller
Sorry I could not get to Garford Street tonight and Hertsmere is a private road but will check them another night

So in total, we have 67 more cars than we have parking bays on a typical Saturday evening
We have over 20,000 residents in the ward now so proportionally it is not bad - but it will get worse
The reason for doing this is the complete failure by Tower Hamlets Council to plan

ahead for this level of density and in particular for disabled car owners (Wardian has 95 underground parking bays but only 2 are reserved for blue badge users even though 10% of all apartments should be wheelchair accessible, there are other similar or worse examples)

It may be possible to create a few more parking bays:
the coach park on Lightermans convert to disabled only like the section opposite on Millharbour
Manilla Street convert business only parking into resident-only as the businesses that used to be there have moved

A couple of the car club bays I do not think are being used anymore
Add 4 bays on the west side of Cuba street by the river
But that will only add a few more bays and won't really solve the problem
But this is why I launched a Mayoral campaign to talk about these issues

Overseas property ownership

It shows address of owner of property in each Borough
Darker the colour the higher the overseas ownership rate is 1/
As a % of total properties Tower Hamlets with 9% is 3rd highest in the country after Westminster 17% & Kensington & Chelsea 15%
Most overseas buyers buy to rent them out or for family occupation, rarely left empty for long as not economic to do so 2/
A Reminder this is based on the address of the owner, not their citizenship
For example, where I live now my English father bought when working in the Libyan desert (in the oilfields) so the address then would have said Libya as where the owner resided

Why I am running to be Mayor No 1
I went down to Blackwall Reach yesterday to take pics of piles of rubbish
But by time I arrived the piles had been removed (but the URS underground bins were still full so bags will pile up again)
But there is an easy short term fix that 1/
could have been implented a year ago
Put 8 (not just 1 in pic) of the wheeled pink recycling bins in two locations near the roads for access (get a carpenter to put up a simple wooden shelter with stained wood planks around each group so not too unsightly & keep rubbish in) 2/
Then convert all of the existing underground bins to general waste only (need to put temporary signs on them)
We may need to put some general waste paladins as well (as far as possible from apartments also in a wooden shelter)
Should be easy to double waste capacity in a few

I will comment fully later, I submitted my detailed concerns yesterday about the Neighborhood Plan being effectively ignored
This is just another single tall tower with little to contribute to the area except for some open green space in front which is welcome but inadequate

A Manifesto for Change in TH - improving play for children ideas
I get quite frustrated at how poor some playgrounds are in Tower Hamlets, especially the developer provided ones & some Council ones like Sir John McDougall desperately need to be rebuilt
So I have some questions 1/
about how we can improve play for children including teenagers
Should we have play equipment outside of playgrounds as they do in my mums home town?
Should we add lights (with timers) to the playgrounds to allow more playtime late on winter afternoons when it gets dark? 2/
A Manifesto for Change in TH - construction noise policy questions
We have had a week now of peace and quiet from construction sites as they closed for Christmas
So the first discussion for the new Manifesto is about construction noise-related policies 1/
The Council is also updating their Code of Construction Practice which was last updated in 2004 and there will be a consultation from them soon, so this may inform a response to that consultation
