Last night I started reading this 313-page report from October 2019 (partially updated summer 2021) about condition of St Georges pool in Shadwell
@going4golds & I agree this is one of the most disturbing reports we have ever read

In retrospect, the leisure center should have been closed in Nov. 2019 as soon as Council got this report for remedial work
Not safe
Does not appear to have happened, some work done to keep pool open over the winter
We put users & staff at risk by not fixing these issues then

There were endemic issues in the building like fire hazards & corrosion
There are so many screenshots I have of issues that I struggle to work out which ones to use
or to convey how bad some of the issues were

"• Previous reports established that the concrete structure had defects requiring action which have generally not been acted upon.
• We consider that the structure has continued to deteriorate from previous reports."
They do suggest buildings can remain in use

But in March 2020 the building was effectively abandoned and allowed to deteriorate even more
Algae grew inside
The pools should have been emptied but had not been by July 2021
I wonder whether that was done after they got this 2021 update report?

There are 5 reports in total from different technical experts (they are all very good)
These are electrical

"The selection of replacement luminaires and wiring
accessories have been identified as low-cost budget
products in general, lacking reliability and longevity"

In August 2011 cabinet worked on the basis that St Georges had a minimum of 5 years more life, and some work done in 2012, 2014 and 2015 but very little after that except for these reports

So what happened in 2016 when 5 years were up?
We had lots of s106 & New Homes Bonus & first CIL arrived in 2016 to pay for extensive works but nothing happened except for survey work

So last year they assumed that income would be £47.8 million less than it turned out to be
It maybe that in future government will be less generous & there are concerns over business rate changes
But routinely TH believes its own spin that government will cut its funding

But every year there are complaints (by a Labour Cllr) that the Council underestimate future years income so cut too much in expectation of income cuts
But we have enormous reserves + unsold properties so have the luxury of taking a little bit of risk each year

Overseas property ownership
This website has some fascinating analysis on the property market - each section I will tweet over coming week

It shows address of owner of property in each Borough
Darker the colour the higher the overseas ownership rate is

As a % of total properties Tower Hamlets with 9% is 3rd highest in the country after Westminster 17% & Kensington & Chelsea 15%
Most overseas buyers buy to rent them out or for family occupation, rarely left empty for long as not economic to do so

A Reminder this is based on the address of the owner, not their citizenship
For example, where I live now my English father bought when working in the Libyan desert (in the oilfields) so the address then would have said Libya as where the owner resided

Late-night parking count in Canary Wharf ward
67 more vehicles than parking spaces available
I did a walk around Canary Wharf ward mainly looking at the parking from 6.45pm to 8.15pm tonight
Saw a traffic jam caused by roadworks + a blue badge vehicle parked outside Wardian

I have been meaning to do this walkaround for some time as I know we have a big problem
A negative number i.e. -5 means that there were no spare parking spaces and 5 cars were parked on double yellow lines, or where they should not be parked i.e. on pavements
Some are blue

badge vehicles and some will have been food delivery vehicles, some will be visitors, some private hire vehicles waiting for trade and some will be people living in car-free accommodation who cannot park normally
A positive number + 5 means five spare/empty spaces

Why I am running to be Mayor No 1
I went down to Blackwall Reach yesterday to take pics of piles of rubbish
But by time I arrived the piles had been removed (but the URS underground bins were still full so bags will pile up again)
But there is an easy short term fix that
1/
could have been implented a year ago
Put 8 (not just 1 in pic) of the wheeled pink recycling bins in two locations near the roads for access (get a carpenter to put up a simple wooden shelter with stained wood planks around each group so not too unsightly & keep rubbish in)
2/
Then convert all of the existing underground bins to general waste only (need to put temporary signs on them)
We may need to put some general waste paladins as well (as far as possible from apartments also in a wooden shelter)
Should be easy to double waste capacity in a few

A Manifesto for Change in TH - improving play for children ideas
I get quite frustrated at how poor some playgrounds are in Tower Hamlets, especially the developer provided ones & some Council ones like Sir John McDougall desperately need to be rebuilt
So I have some questions
1/
about how we can improve play for children including teenagers
Should we have play equipment outside of playgrounds as they do in my mums home town?
Should we add lights (with timers) to the playgrounds to allow more playtime late on winter afternoons when it gets dark?
2/
Should we make playgrounds more challenging & difficult to help children learn more about safety?
